In some on-going webstorms, there might be a need for a more advanced structure than what is possible to achieve with categories only. An outliner-style webstorm with headlines (topics) with an unlimited number of expandable subtopics could very well be used to rewrite the business plan as a group effort, for example. As such, the webstorm now could be used for top-down idea management, rather than the usual bottom-up approach.
Navigation would be much simpler, and it would be easier to keep track of good ideas and comments. It is possible that the outcome of the group discussions also would be better, since the discussion could be more structured.
The multiple-level webstorm would ideally have a rich set of options for the group leader. For example, to define which part of the outline should be open for votes, who should be able to see/edit/add/delete defined areas, which topics should be transferred to Switcboard etc.
