Love this idea! We have an initiative that would benefit from this suggestion. Each month, we have to edit four rules to trigger at the end of the month. The ability to set these four rules to recur on the last day of the month (including a time) would be incredible.

Adding this to close the loop here. With the revision of the Rules engine a while ago, the time component was added.
